Prior to joining the department in 2015, she served as Chief for the Bureau of Epidemiology and as Director of Public Health Research for the Florida Department of Health. Dr. Watkins has over 40 peer reviewed publications and over 25 years of experience in applied public health and epidemiology. She also served on the CSTE Executive Board from 2012 until 2021, including a term as President from 2019&#8211;2020, and was the recipient of the 2023 CSTE Pumphandle Award. She is a practice-based scholar of the Children\u2019s Hospital of Philadelphia Center for Violence Prevention. She serves as the senior director for health systems and CVI integration at the Health Alliance for Violence Intervention (HAVI).\u00a0 Dr. Abaya formerly led the injury prevention program at the Philadelphia Department of Public Health. Dr. Mel is a community led scholar and has worked more than 19 years on various research and evaluation projects within the American Indian community. Chipman, MS, MBA&#8221; position=&#8221;Certified Wildlife Biologist, Rabies Management Coordinator | National Rabies Management Program, USDA, APHIS, Wildlife Services&#8221; image_url=&#8221;https:\/\/www.csteconference.org\/wp-content\/uploads\/2024\/06\/Picture4.jpg&#8221; _builder_version=&#8221;4.9.4&#8243; _module_preset=&#8221;default&#8221; border_radii_image=&#8221;on|8px|8px|8px|8px&#8221; box_shadow_style_image=&#8221;preset2&#8243; box_shadow_blur_image=&#8221;8px&#8221;]<\/p>\n<p>Richard Chipman is a Certified Wildlife Biologist living in Concord, New Hampshire.\u00a0 He has worked for USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) since 1991 in a variety of professional capacities including as a Wildlife Biologist in Vermont, the State Director in New York, the Assistant National Rabies Management Coordinator and since 2012 as the National Rabies Management Coordinator.\u00a0 Prior to WS, he worked for state wildlife agencies and universities on nongame and endangered wildlife in Vermont, Maine, Kansas and Costa Rica.\u00a0 Rich received his BA (Biology) and his BS (Wildlife Management) from the University of Maine, his MS in Wildlife Biology from the University of Vermont and an MBA from the State University of New York at Albany. His current professional focus is to resolve conflicts between people and wildlife by managing wildlife rabies at the landscape scale to reduce impacts to human and animal health. He is an Assistant Professor of Clinical Microbiology and serves as the Director of the Clinical Infectious Diseases Laboratory at PennVet. His work in the diagnostic lab informs his research interests in antibiotic resistant bacteria of companion animals and their potential spread from and to their human companions. He employs his skills in basic bacteriology and molecular epidemiology with his clinical training and knowledge with the goal of advancing the field of veterinary microbiology. He is also a dedicated teacher with an interest in educational research that informs antimicrobial stewardship education.
